In VDJ, a set hotcue can easily be deleted by accident with a right-click. In Rekordbox, you have to click the small “X” to delete it = a better solution.

You can already lock your cues for a song - pretty sure the default skins has this functionality in one of the menus for the deck, and most other skins have it to. lock_cues is the verb to use if you want to do it through VDJScript.
You can even delete the script for Shit + Pad #, if you really find a right click is a problem for you, but the reality is for most people this is a welcome feature once you understand it (allows for full ability to set/unset from the pad page, not sure how you can right click a pad by accident, as that's a conscious effort for me to decide to right click something).

Or you can mod your hotcues pad page by yourself and have it do one of the following:
1) nothing
2) hold to delete
3) update
4) hold to update
5) a combination of the above..
Personally I have modified my hotcues pad page so that if I just right click a hotcue it updates it's position, but if I keep it pressed (with right mouse button) it will delete.
holding ? delete_xue X : set_cue X
