I take old video and add 320 kbps audio. I am looking for a software that will export that video with the audio at 320kbps. So far the softwares that I have used only export 256-288kbps. Anybody have experience with one that will actually will do this?

          The softwares I have used are NCH Videopad software, Win Video Editor Pro, Hitfilm.

          I'd suggest giving DaVinci Resolve a try. 
(disclaimer - I've not used it to save video with 320k audio)

          Since you don't want any re-encoding, maybe ffmpeg is sufficient

          As you mention 320k I'm assuming you're importing MP3s. The video software is likely then uncompressing that to PCM. You don't mention what format you're saving as, but different formats use different encoding, so potentially your uncompressed audio could be saved in equivalent quality even with a lower compression bit rate.

          I am using DaVinci Resolve with flac, wav, and sometimes mp3 (320) files and I have not found any problem with the sound quality :)

          I use Premiere Elements for that and no issues if you specify the project settings correctly.
