DVS section doesn't even show up in the settings

It will show up when you add a timecode input to your audio config

Which sound card are you using in your Audio Setup ?
The TIMECODE button in Audio setup will automatically set Timecode inputs for you, if it's a known sound card (supported controller) and has the inputs pre-defined.
if not set automatically, you can still set it up manually.
