I am trying to see if I can find a way to fix the Treble, Mid, Bass and Filter to respond to the knobs in my Mixtrack 3. I am using the 2021 version of virtual DJ (no fancy skin nor the old one), and it does not give me an option to use the stems. How do I fix it?

You can use stems either on the EQs or at the Pads.
Suggest you change to the Default skin, at least to change the EQs if you want to use there.
Click the down arrow at top of EQ section to set what stems behavior you want to use (or disable if you rather want to use on pads).
Its also available as Audio FX.
