id like to suggest a better way to organize the video effects
1. layer based system (a bit like photoshop layers)
and you can simply drag the effects up and down on the list and it affects everything below it.
2. group system
with maybe up to 4 groups. so you can assign your effects to a group and the group can be toggled on and off as a unit, but the layer order will remain fixed according to the position in the list
3. ability to add & remove instances
i have attached an image for illustration purposes

LOL ;)
but please do not limit to "organize the video effects" better "organize the effects" and no limit "up to x" groups
Plugin only per deck is a VDJ 8 limitation,
Multiple instances of" internal" plugins are not possible
VDJ 7 was handling that correctly by multiple instances of the external plugins
However This can be done ::
- use of extra decks as a so call "groups"
- You can add/remove instances as plugin deck
- Layers can be ... A simple video skin
- add a padpage for control
you're done !!
