Why do you want this? I honestly don't understand the gain of having it as an option.

Because he doesn't want this behaviour.
A double click will load a track into a free deck. You can't disable it.

Yes it is, isn't it?

I have an intelligent question: If you know that double clicking loads a track to a deck, but you don't want to load the track - why are you double clicking?

OP has a point, and i can think of a case where disabling double-click for loading makes sense. I have just started developing a Jukebox skin (had one for version 7 but doesnt work nicely with ver 8) and for customers it makes sense to not wanting double-clicking to screw up the currently playing track.
However, i believe that the double-click time (time between 2 clicks) can be tweaked in Windows (and probably on Mac too)

How about just setting loadsecurity to silent? Then it won't bother you if tracks are already playing

Then adjust the double click timing in your OS so that accidents don't happen. If your mouse is faulty, buy a new mouse!
