So not to be mean but, you most likely did something incorrect along the way.

I don't have an iPad to check, but I already confirmed the CDJ Export from VirtualDJ is readable from DJay on my MacBook.
What I didn't get working (or at least it isn't obvious) is DJay's additions showing up in VirtualDJ.
I also saw (through opening the USB stick in Rekordbox, and using a pretty old version - v7.0.8), that VirtualDJ creates both Device Library and Device Library Plus databases, with the same entries, but DJay only makes an entry in the Device Library Plus database, and I'm guessing that VirtualDJ only shows updates if both databases reflect the changes.

I went back and tried to export songs from Virtual DJ to a USB Drive using the CDJ Export option and indeed it does work. So I am able to play tracks on my Mixstream Pro + and on my iPad using djay Pro software. Awesome!

Just FYI, that's to ensure compatibility with older Pioneer gear as well.
This means that an export from VirtualDJ will also work on a CDJ2000NXS2 or on XDJ-RX3 along with the "new" gear like Opus and CDJ3000/3000X

Cool 🍺. Just keep in mind...DJay (currently) only writes to the newer library, and VirtualDJ (currently) seems to only show playlists + tracks if both libraries show them.

Conclusion: If you need to make changes to the drive that are visible everywhere , use VirtualDJ or Rekordbox to do it (until Atomix devs "fix/address" that).

Point well taken, thanks for your input as it definitely pushed me in the right direction.

b8890 has resolved the Device Library Plus only update issue not showing up - Updates from DJay now show up in VirtualDJ, and I also confirmed that Rekordbox still sees VirtualDJ's updates both in the Device Library and Device Library Plus databases, so it should be good going forward.

Edit: I still have to check updates coming only to the old database as well (prpbably with a very old version of Rekordbox), but have no time to do it immediately/will do it later (a lesser case imo as those versions of Rekordbox been deprecated).

If a playlist with the same name exists in both old and new db, then vdj will show the new one.
If the playlist only exists in the old db, then vdj will show that, and upon editing the playlist, will write it to both db's.

I tested a USB Drive with songs exported from Virtual DJ and they play on both Numark Standaone gear and on Djay Pro and it works great. I would love it if VDJ were to create an app that could play songs on an iPad or Iphone, that would be awesome.
