After hours of trying to use the Skin Resizer Tool, I came up very close many times to getting it right. But the text size was always either just right at the top and too small in the browser window, or it was just right in the browser window and too big up top.
Here's how I got it to work (and this should work for any resolution when you have the same problem):
1. Open the skin file that has the CORRECT font size in the browser window (use wordpad)
2. Go to the bottom of the file, and highlight/copy the section for browser. It starts with ***** BROWSER***** and ends near the bottom of the file.
3. Open the skin file that has the correct TOP font size (use wordpad)
4. Highlight the BROWSER section near the bottom, and paste (from the other file).
Save and it will work.
Note, I searched a LOT on how to fix browser font size, and came up empty handed. So I hope others who need the answer will find this post.

Strange, there's a tutorial on changing font size currently on this page, don't know how you missed it. I frequently post a tutorial that is over four years old when this subject comes up and the basics are still the same.
