Both!! There are a ton of old school tracks from both decades. Look for Dr. Dre, Snoop, Grandmaster Flash, Sugarhill Gang, R. Kelly, Kool & the Gang, George Clinton, LL Cool J, Daz Band, Gap Band, Eric B & Rakim, Rose Royce, A Lighter Shade of Brown, Stacy Q, NWA, DJ Quik, Cover Girls, Expose and other Freestyle hits, early Michael Jackson (80s), Guy, Blackstreet, Janet Jackson, Prince, The Time, Zapp & Roger, Cypress Hill, Bone Thugs, Apollonia 6, Vanity, Klymaxx, Sheila E, Fresh Prince, Run DMC, Ice Cube, Warren G, N2Deep, Eazy E, Mariah Carey, 2 Pac, D'Angelo, Kriss Kross, House of Pain, SWV, Coolio, La Bouche, Notorious BIG and the list goes on and on. These artists and more I didn't mention make for a great Old Skool set.
Here's a quick list I found just doing a Google search, some of these mirror my list above...

Yeah I don't like this thug music coming from Europe but I'm stuck playing it for an American audience abroad at the mo, really sick of it.
Street music seems to of took over in the US, hope it doesn’t happen in the UK, the thought of all the chavs running things is a scary one.
