What is the best image software packet that should be used to design a image file for VDJ skin?

VDJ skins now mostly don't use bitmap images. They're done with vector graphics.

As said, it's mostly vector based skins these days, image based still has limited use for masks, odd shapes, or personal logos but anybody that can skin will attest that png based skins are godawful to work with compared to vector based.
Honestly m$ paint3d is enough for most skins, if you wanted to get fancy there's Gimp and that's freeware.

Default:pro is 99% vector, use that to get to grip with defining classes.
Don't bother start from scratch play with the default and figure how it works.
Placeholders are really powerful but can be confusing to start with.
