I press and hold cue button for more than 2 seconds and it will not continue playing and I have it set to cue-hold.

Controllers are usually mapped to follow their "original" behavior.
If you want the controller to follow the software options, then remap the CUE key of your mapper to cue_button and the PLAY_PAUSE to play_button
Then they will follow the main setting.
