Just got the numark Battle pack and i'm wanting to know if I can use a iKey-Audio ICONNEX USB souncard in place of a MAYA 44 soundcard

No, it's not suitable - It's not ASIO capable and also only has 1 stereo input/output so could only run one timecode deck.
You will need a suitable ASIO capable sound card with at least 4 inputs (2 stereo) and 4 outputs, such as the ESI Maya44 USB. Please see: http://www.virtualdj.com/wiki/Timecode%20Requirements.html
You will also need to upgrade to the full VirtualDJ Professional to use timecode or MIDI controllers: http://www.virtualdj.com/buy/index.html

ok so what if i where to use a Behringer NOX404 USB DJ Mixer instead, would i still have to buy the raine? I think the Behringer has built in soundcard its usb and its a mixer but would it allow me to achieve what i want?

For timecode you need a low-latency capable ASIO sound card with at least 4 inputs (2 stereo) and 4 outputs as already advised above.
You don't necessarily need to use a Rane sound card (That is an expensive option.) Popular choices for VirtualDJ for timecode use include Hercules DJ Trim and ESI Maya44 USB.
The USB sound card in that Behringer mixer is not suitable because it only has a single stereo input/output (For simple playback/recording.) However, it would work OK as a standard analogue DJ mixer if you use it with another suitable external sound card (See above.)
