Anyone know how to make the Windows Taskbar come up when the mouse is moved to the lower page. I always have to click to shrink VDJ to the taskbar to access my lighting program and is kinda of a pain. Would be much easier if I could just move the mouse to the taskbar area and it pop up.

Normally when running a DJ application (in full screen mode), you wouldn't want the task bar appearing, possibly obscuring part of the interface, so what you are experiencing is normal.
A simple workround is to use ALT+TAB - this is the inherent Windows keyboard shortcut for application switching.

or you could right click the taskbar, select properties then tick the option for autohide the taskbar, this will make it hide until the mouse is at the bottom of the screen...

If you have Virtual DJ running in full screen mode, auto-hiding the task bar will make no difference.

I just press the windows key and the start menu pops up.
