I intend to run Virtual DJ on a laptop that only has one audio output. Which is the best USB sound card to use so I can listen each each song I load for mixing indpendently like I would on a mixer with two turntables(headphone cueing) and how do I configure this. I looked at the Maya44, is that a good choice?

I would recommend the Maya 44 USB. I use it regularly. All the config setups, just search the forum. It's well documented. You can do the the split thing with the full version. Just buy one from Radio Shack if you're in the US. Good luck. The program is great.
