Hi guys, would like to find out if there is an agent for virtual dj in Dubai? If yes,,, who and where?, if no, what are the requirements?

You can purchase it online as a download or you can purchase a copy of numark cue http://www.virtualdj.com/products/cue.html , at a local DJ store.

Easy mate,
VirtualDJ is avalilable from this website as a Download. You can find it under Purchase. You only need a valid Bank or credit Card on you are on your way.
Or you could find a Numark dealer or a website that deliver to Dubai and purchase a copy Of Numark Que, This software is the same as VirtualDJ's, but under the Numark name, and you can get free updates for it from this site just as you can with VirtualDJ.

I know all the shops in Dubai, and I can say none of them know what VDJ is. However, you can of course purchase online as mentioned (both the software which is downloadable and the timecode vinyls which will be shipped). I got my TCVs shipped here with no problems and that was in the summer time. You package will come through Dubai airport where the cargo hangar is temperature controlled so they wont sit on the Dubai creek in Deira and melt in the sun, dont worry about that. Just make sure your wife doesnt leave them in the back seat of the car all day long like mine did ;-)
As far as midi controllers, there is one pretty good shop: Mediacast Systems in the computer mall in Bur Dubai www.mediacastsys.com. The is also Ohm Records which has a bit of gear, and Sandy or Cyrus is always willing to call around to get you something. But Mediacast is the more comprehensive shop for gear...
If you want standard audio equipment, goto Naif road in Deira (off the fish roundabout), this is where all the pro audio stores are. About 20 of them in a single 200 meter stretch.
Other than that, do you mean something more specific when you say 'agent'?

If you would like to be able to use your DDJ-SR with VirtualDJ then you will need to purchase a license or subscription. The DDJ-SR is natively supported (Plug and play) in the latest VirtualDJ v8.
