When the fader is turned off, I want to listen to the sound in the headphones so that the crossfader can check the scratch in the headphones.

You can't. It is what it is. In my 40 years as DJ I have never worked with one with AFL so I think 99% off all mixers are made like that.

Many mixers offer a knob to choose between hearing PFL and master in the headphones.
Within VDJ this is also available on the mixer tab (called "MIX")
