When adding a mixer to version 8 and it is telling me to pay 99$ so i can use it all the time instead of the 10 minutes. Is this a one time payment, or will this be monthly?

It is an one time payment.
Note: The licence/ version you are buying is only working with your Mixtrack Pro 3.
If you want to use another device you need the pro infinity version.
