I have a question about the license. I have purchased a license for one specific controller, and I am thinking to upgrade my controller. Can I transfer the licenses to my new controller?

No, you have to buy another license. That's one of the restrictions with limited licenses.
With the full Pro (Infinity) license you can change controllers as much as you like.
