Is Rekordbox software from Pioneer compatible with virtual DJ? Is songs are analyzed in rekordbox will Virtual DJ be able to recognizes the bpm and the cue points?

I wouldn't of thought so. Pioneer's Rekordbox software is developed by Mixvibes.

If the Rekordbox software writes the BPM to the file tags then VirtualDJ may read that (I'm just guessing here, lol)

Jimmy you are correct ... rekordBox is just like any other DJ software. So, if it writes to the ID3 tags then you will be able to read that information. But things like CUE points and software specific abilities are unique to the respective softwares and not usable between the applications.
